unfit for the work and a considerable proportion of the

money was probably wasted. A new and better class of

vessels would possibly be required and a proper system of

co-ordination would have to be arranged between the water

police and the shore authorities. He contemplated a stay

of several months in Canton waters and said that the working

of the new service, when organised, would under existing

regulations, have to be handed over to the Civil Governor

of the province.

I strongly demurred to this latter proposal and urged

that the patrol should be placed permanently under the

exclusive control of the naval authorities who should be

held responsible for the state of the Delta and the West

River. This would have the further advantage of securing

continuity of co-operation between the Chinese and British

Naval authorities on whose joint efforts the Chinese

Government relied for the suppression of piracy. The

Admiral, while agreeing that this would afford a better

solution, gave me to understand that its adoption could be

pressed with more effect by me than by himself.
